Luc HEUSCHLING is a Full Professor of constitutional and administrative law at the University of Luxembourg, Faculty of Law, Economics and Finance, Department of Law, where he has been employed since July 1, 2011. Born in 1971, he holds a doctorate in public law from Sorbonne (Paris I) and passed the French national competitive examination for public law professors (agrégé de droit public).
His research focuses on constitutional law concepts, particularly exploring the multiple meanings and semantic shifts of key terms like Rule of Law across different legal traditions. He has conducted in-depth analysis of Luxembourg constitutional law, examining topics such as constitutional reform, grand-ducal family rights, voting rights, and parliamentary dissolution. His work also encompasses legal epistemology, internationalization of legal education, and theoretical aspects of monarchy.
Professor Heuschling's scholarly output includes his award-winning PhD thesis 'Etat de droit, Rechtsstaat, Rule of Law' (2002) and the monograph 'Le citoyen monarque' (2013). His publications demonstrate expertise in constitutional interpretation, comparative constitutionalism, and the theoretical foundations of monarchy within constitutional frameworks.
His academic honors include:

- Election to the Institut grand-ducal, Section des sciences morales et politiques (2014)
Professor Heuschling has previously taught at University of Lille II, Paris I-ENA, and Sciences po Paris.
