Dr. Lauren Russell serves as Faculty Director and Professor of Practice at University of Pennsylvania's Fels Institute of Government. She holds a PhD in economics from MIT and BS from Northwestern University. Formerly a postdoctoral fellow at Dartmouth's Rockefeller Center where she managed policy research for state legislators.
Research applies quasi-experimental methods to higher education finance and equity policies. Conducted program evaluations for university systems in Tennessee and Georgia. Published work featured in peer-reviewed journals and congressional testimony.
Pedagogical approach emphasizes experiential learning through mentored client projects. Expanded the Fels Lab initiative connecting MPA students with public sector capstone projects (2019-2024).
