Lael Keiser is a Professor and Director of the Harry S Truman School of Government and Public Affairs at the University of Missouri. She specializes in policy implementation, public program administration, and representative bureaucracy. Her research explores administrative burden, automation in public service, and equity in bureaucratic systems. She serves on editorial boards for Public Administration Review and Journal of Public Administration Research and Theory.
Keiser holds notable awards including the Midwest Political Science Association’s Herbert Simon Award and the American Society for Public Administration’s Rita Mae Kelly Award. She is an elected member of the National Academy of Public Administration and serves on the Governing Board of the Public Management Research Association.
Her current research focuses on representative bureaucracy, automated decision-making in government, and administrative burden reduction. She leads the Truman School, emphasizing interdisciplinary public policy education and practical governance training.
