Kim Sass Mikkelsen is an Associate Professor of Politics and Public Administration at the Roskilde School of Governance, Roskilde University, Denmark. He serves as a co-director and co-founder of the Centre for People Analytics in Government and co-founder of the Global Survey of Public Servants. His work bridges academic research with policy practice through surveys and field experiments across multiple countries.
His research focuses on public employees, examining topics such as human resource management, leadership ethics, bureaucratic politicization, administrative burden, and whistleblowing. A methodology specialist, he employs quantitative approaches (especially experimental designs) to analyze public sector dynamics, while also contributing to case study literature.
Key collaborative projects include DIGILEAD (digital leadership training in Brazil) and ENGAGE (manager coaching in Luxembourg). His recent publications explore corruption’s impact on bureaucratic behavior, AI implementation challenges, and the psychological effects of administrative burden, reflecting his interest in cross-cultural comparative governance.
Teaching responsibilities include coordinating the bachelor’s introduction to political science and delivering master’s courses on public leadership, bureaucracy reduction, and research design. He actively contributes datasets to platforms like Harvard Dataverse, supporting open science in public administration studies.
