Christian Schuster

Christian Schuster is a Professor in Public Management at the School of Public Policy, University College London. He serves as Co-Director of the Centre for People Analytics in Government and the UCL Policy Lab, and is Co-Founder of the Global Survey of Public Servants. His research focuses on data-driven civil service management, comparative governance, and improving public administration through analytics.

• PhD from the London School of Economics (LSE)

His work has led to reforms in government organizations across 25 countries, with over £2.5m in research funding. His recent books include The Government Analytics Handbook (World Bank) and Motivating Public Employees (Cambridge University Press).

His publications since 2017 span topics in civil service merit systems, corruption, bureaucratic behavior, and data analytics. These works often employ large-scale surveys and behavioral experiments across Latin America, Africa, and Southeast Asia.

Award highlights include the 2018 Haldane Prize and the 2023 World Bank Bureaucracy Lab Innovation Award. He teaches postgraduate modules on Governance and Public Management and Policy Advice at UCL.
