Koen P.R. Bartels is an Associate Professor in Public Management at the Institute of Local Government Studies (INLOGOV), University of Birmingham. He holds a PhD in Politics from the University of Glasgow (2012), MPhil and BSc in Public Administration from Leiden University (2008, 2006). His research focuses on public encounters, social innovation, action research, and interpretive policy analysis, emphasizing relational dynamics between citizens and governance systems. He directs postgraduate research at INLOGOV and teaches modules on public leadership, democracy, and research methods.
As Core Academic Lead for ‘Community Recovery and Renewal’ at the Centre for Urban Wellbeing, he leads the SPARC Network, advancing asset-based social prescribing approaches. He co-edited Action Research in Policy Analysis (2018) and authored Communicative Capacity (2015). Bartels has secured over £550,000 in grants for co-production and impact generation, with recent work exploring health inequalities and urban governance.
His articles span Urban Studies, Policy Studies, and Action Research Journal, addressing topics like experiential learning in social innovation and relational power in tax administration. Awards include Fellowship of the Higher Education Academy. He advises PhD students on themes such as community self-organization and collaborative governance in Cameroon and Indonesia.
