Kieran Killeen is an Associate Professor of Educational Leadership and Policy Studies at the University of Vermont (UVM), serving concurrently as Associate Dean for Graduate, Non-Degree, and Research Programming in the College of Education and Social Services (CESS). He holds a PhD in Social and Philosophical Foundations of Education from Cornell University, alongside advanced degrees in Regional Science and Education.
Dr. Killeen’s academic leadership includes securing $15.4 million in research funding over two fiscal years, supporting 73 projects. His research focuses on education finance innovation, teacher labor markets, and the challenges posed by student mobility. He has published in journals like Education Finance and Policy and Journal of Public Budgeting, Accounting, and Financial Management, and co-edits the Research in Education, Fiscal Policy and Practice book series.
His awards include the 2019 AERA Division L Policy Report of the Year for work on Vermont’s special education finance reforms. Prior to academia, he taught middle school special education and participated in Teach For America. He also served on the governing boards of the Association for Education Finance and Policy and the Sociology of Education Association.
Key areas of expertise include non-traditional education funding models, teacher workforce dynamics, and policy responses to transient student populations. His work emphasizes bridging academic research with practical policy solutions in education finance and organizational management.
