Kata Mihaly serves as Research Department Director of the Economics, Sociology and Statistics (ESS) Department and Senior Economist at the RAND Corporation, while also holding a professorship in Policy Analysis at the RAND School of Public Policy. Her expertise lies in evaluating education programs using rigorous methodologies such as randomized control trials and quasi-experimental designs, with a focus on teacher support programs and educational equity. She leads international studies assessing the Teach For All model's impact in Nigeria and Pakistan, and currently oversees grants investigating college readiness in Nevada and online IT courses in New Mexico.
Mihaly earned her Ph.D. and M.S. in Economics from Duke University. She has advised numerous districts and states on teacher evaluation systems and is certified in WWC standards (version 4.1). Her research spans teacher effectiveness, socio-emotional learning, and policy interventions in education, with a particular emphasis on marginalized communities.
Her work integrates quantitative and qualitative methods, addressing challenges in educator retention, program implementation, and systemic inequities. Notable projects include evaluations of the Leading Educators Fellowship and Baltimore City Public Schools' 21st Century Buildings Program. Mihaly’s contributions bridge academic research and practical policy solutions, impacting education systems globally.
