Judith Kelley is the Terry Sanford Distinguished Professor of Public Policy and Professor of Political Science at Duke University, affiliated with the Sanford School of Public Policy and Trinity College of Arts & Sciences. She served as Dean of the Sanford School from 2018–2024 and previously as Senior Associate Dean. Her research focuses on how international actors promote democratic reforms, human rights, and the impact of global performance indicators like rankings on state behavior.
Education: Ph.D. in Public Policy (Harvard, 2001), M.P.P. (Harvard, 1997), B.A. in Political Science (Stanford, 1995). Recognized as a Bass Fellow for teaching and scholarship. Awards include the Brownell-Whetten Award for Diversity and Inclusion (2016) and the Chadwick F. Alger Prize (2013).
Research interests span election monitoring, human trafficking policy, and the influence of global rankings (e.g., World Bank’s Ease of Doing Business Index). Recent work includes Scorecard Diplomacy (2017), analyzing how state grading impacts policy. Over 20 faculty hires and expanded programs like the Master of National Security Policy under her leadership.
Key grants include studies on human trafficking strategies (NSF, 2014–2018) and the effectiveness of social sanctions in international politics (2019–2022). Active in service roles at Duke, including chairing editorial boards for International Organization and advising the UN Human Development Report.
Labs and initiatives include the Technology Policy Lab, Policy Lab, and the Transitions Team. Advocated for diversity in academia and expanded financial aid for minority Ph.D. students. Notable publications address global governance, rankings’ regulatory effects, and election observation challenges.
