Joseph Lipscomb is a Professor of Health Policy and Management at Emory University's Rollins School of Public Health and a Georgia Cancer Coalition Distinguished Cancer Scholar. He serves as Associate Director for Population Sciences at Emory’s Winship Cancer Institute. Previously, he held leadership roles at the National Cancer Institute (NCI), including Chief of the Outcomes Research Branch and NCI lead for Federal cancer care quality initiatives. His research focuses on health economics, outcomes research, and cancer policy, with emphasis on patient-reported outcomes, cost-effectiveness analysis, and quality-of-care improvement.
Dr. Lipscomb has authored over 200 publications and co-edited seminal works such as *Outcomes Assessment in Cancer* (2005) and *Combining Epidemiology and Economics for Measurement of Cancer Costs* (in preparation). He leads CDC-funded grants investigating optimal cancer screening strategies, quality-of-care assessment via Georgia’s Comprehensive Cancer Registry, and disparities in cancer outcomes. He chairs national committees at the American Cancer Society and American College of Surgeons’ Commission on Cancer, advancing quality reporting systems and cancer control policies.
His educational background includes a PhD in Economics from the University of North Carolina at Chapel Hill (1975) and a BA in Mathematics from Vanderbilt University (1970). Prior to Emory, he was a Duke University faculty member and directed the VA Physician Requirements Study at the Institute of Medicine. He received Duke’s Alumni Distinguished Undergraduate Teaching Award (1979) and contributed to the U.S. Panel on Cost-Effectiveness in Health and Medicine (1993-1996).
