Joseph J. Martins is a Professor of Law and Director of the Constitutional Litigation Clinic at Liberty University School of Law, where he has served since fall 2011. He teaches courses in Civil Procedure, Foundations of Law, and Jurisprudence.

His research focuses on constitutional liberties within higher education, emphasizing First Amendment protections for public university faculty and students. He explores the intersection of compelled speech doctrine, judicial scrutiny, and curricular autonomy in public institutions.
Recent publications highlight constitutional challenges in university settings, particularly regarding free speech and curricular policies. His work spans law reviews and opinion pieces, addressing themes of academic freedom and constitutional litigation.
Notable professional roles include Interim Dean, Associate Dean for Academic Affairs, and litigation roles in private practice and public interest law firms, defending religious liberty and First Amendment rights. He served as a Staff Attorney at the Alliance Defending Freedom and National Legal Foundation, and clerked for the Tennessee Supreme Court.
The Constitutional Litigation Clinic, which he directs, provides students hands-on experience in constitutional law advocacy.
