Joseph A. MacDougald is a Professor-in-Residence at the University of Connecticut School of Law and Executive Director of the Center for Energy and Environmental Law (CEEL). He also serves as Director of the LLM in Energy & Environmental Law and Faculty Advisor to the Energy & Environmental Law Society.
- Education: BA in Mathematics (Brown University), MBA (New York University Stern School of Business), JD (UConn School of Law), Master of Environmental Management (Yale School of Forestry & Environmental Studies)
His research focuses on climate change law, environmental policy, and renewable energy regulation, with a particular emphasis on state and municipal responses to sea level rise. He has published works and presented on topics including resilience policy, climate change and insurance, and the legal legacy of Theodore Roosevelt.

Professor MacDougald previously held a Lecturer position at Yale University’s School of Forestry & Environmental Studies and served in senior executive roles at an international biomaterials company. He has extensive experience in municipal governance, having served as Selectman, Board of Finance Chairman, and Planning and Zoning Commission Chairman in Madison, Connecticut. He currently sits on the boards of several environmental organizations, including the Connecticut Fund for the Environment and the Yale Center for Environmental Law & Policy, and is President of the Yale School of Forestry & Environmental Studies Alumni Association Board.
