John Yoo is the Emanuel Heller Professor of Law at the University of California, Berkeley, and a nonresident senior fellow at the American Enterprise Institute. He holds a JD from Yale Law School and a bachelor's degree from Harvard College. His government service includes roles in the U.S. Department of Justice (focusing on post-9/11 counterterrorism), as General Counsel of the U.S. Senate Judiciary Committee, and clerkships with Supreme Court Justice Clarence Thomas and Judge Laurence Silberman.
Research Interests: Professor Yoo specializes in constitutional law, national security policy, international law frameworks, and Supreme Court jurisprudence. His work critically examines executive power during national emergencies and the legal foundations of counterterrorism operations.
Leadership Roles: He oversees UC Berkeley's Public Law and Policy Program, Korea Law Center, and California Constitution Center.
