Johanna Arlinghaus is an Assistant Professor of Economics and Sustainability at the Hertie School in Berlin and an Honorary Research Affiliate at the University of Oxford. She holds a PhD in Economics from TU Berlin and the Mercator Research Institute, an MPP from the Hertie School, and a BSc from Maastricht University. Her research focuses on fiscal and climate policy, particularly the design and evaluation of policy instruments for emissions mitigation and carbon removal, using econometric methods and large micro-level datasets.
Prior roles include postdoctoral research at the Smith School of Enterprise and the Environment (University of Oxford) and a four-year tenure as an economist at the OECD, where she led projects on energy taxes and emissions trading systems. She is affiliated with the Institute for New Economic Thinking (INET Oxford), the Mercator Research Institute, and the CO₂RE Greenhouse Gas Removal Hub. Her work contributes to initiatives like Oxford Net Zero, emphasizing sustainable development alongside net-zero goals.
Recent research explores policy framing effects on public support, as seen in her study analyzing toll policy acceptance in Berlin and Paris. Her affiliations and collaborations reflect interdisciplinary engagement in sustainability economics and policy implementation.
