Joan Labay-Marquez

Dr. Joan Labay-Marquez serves as Assistant Director of Graduate Studies at Dreeben School of Education and holds adjunct positions in Computer Information Systems and Law. She earned a BA (1987), JD (1990), and MJur (2021) with concentrations in education compliance and cybersecurity. As a Texas Bar Foundation Fellow, she maintains active memberships in ABA, IAPP, and WiCyS.

Her research examines ethical AI implementation, transparency frameworks, and privacy-preserving educational technologies. She teaches courses including:

• Law in Higher Education
• Cybersecurity Law & Ethics
• Employment Law & HR

Awards include recognition for developing the Young Women's Global Leadership Program and cybersecurity outreach initiatives.
