Dr. Jessica Gottlieb is an Associate Professor in the Department of Educational Psychology, Leadership, & Counseling at Texas Tech University’s College of Education. Her research focuses on STEM education policy, teacher professional development, and equitable access to high-quality STEM opportunities. She holds a Ph.D. in Policy Studies in Urban Education from the University of Illinois at Chicago, an M.A. in Secondary Education from Loyola Marymount University, and a B.S. in Aerospace Engineering from the University of Southern California.
Before joining Texas Tech, Dr. Gottlieb was a postdoctoral research associate at the University of Notre Dame’s Center for STEM Education. Her career began as a classroom teacher in Los Angeles, CA, shaping her focus on bridging policy and practice. Her current projects explore longitudinal professional development impacts on STEM teacher leadership, factors influencing student persistence in STEM careers, and accountability measures in teacher preparation.
Her research emphasizes policy analysis, educational equity, and systemic barriers in STEM access. Notable work includes examining teacher evaluation policies, federal roles in teacher workforce policy, and the intersections of culturally responsive pedagogy with engineering design. She actively publishes in peer-reviewed journals such as Teachers College Record and Michigan State Law Review, focusing on policy narratives and teacher advocacy.
Dr. Gottlieb’s publications highlight trends in STEM policy, teacher preparation innovations, and equity-focused education reforms. She has contributed to policy briefs on Texas education systems, exploring program evaluations, workforce impacts, and pandemic-era adaptations. Her work consistently bridges empirical research with actionable policy recommendations to enhance educational outcomes.
