Jessica Gosney

Jessica Gosney serves as an Adjunct Professor of Law at the McGeorge School of Law, University of the Pacific, while concurrently holding a full-time position as Deputy Legislative Counsel in the Office of Legislative Counsel (OLC) for the California Legislature. In this dual capacity, she drafts legislation and provides nonpartisan legal analysis to both legislative houses and political parties.

• Bachelor of Science in Environmental Policy, Analysis, and Planning from the University of California, Davis (2010)
• Juris Doctor with Capitol Lawyering Concentration from University of the Pacific McGeorge School of Law (2017), graduating as Valedictorian and serving as Editor-in-Chief of the Law Review

Professor Gosney's professional expertise centers on legislative mechanics and policy implementation, shaped by prior roles at MoveOn.org, Planned Parenthood Affiliates of California, California Public Interest Research Group, and the California State Assembly. Her teaching integrates real-world experience in political advocacy and environmental regulation within California's legal framework.

Her current legislative work involves collaborative teams of attorneys supporting the California Legislature's operational needs, while her academic role contributes practical insights to law students. Outside professional commitments, she engages in classroom volunteering and outdoor activities including skiing and hiking.
