Marcie Paolinelli is a Professor of Public Administration at the University of the Pacific. She has over 30 years of experience in public sector management consulting, specializing in strategic planning, management analysis, and change management across environmental protection, health, social services, transportation, and emergency management domains. She holds a BA from UC Davis, MPA and DPA degrees from the University of Southern California.

Her research interests focus on leadership development, implementation strategies, and intergovernmental administration. She has received the Ross Clayton Distinguished Public Service Award for lifetime contributions to public administration. Her advisory work includes executive leadership training for California's career executive managers.
