Professor Jennifer M. Welsh is a leading scholar in global governance and security, holding the Canada 150 Research Chair at McGill University. She previously served as Professor at the European University Institute and the University of Oxford, where she co-founded the Oxford Institute for Ethics, Law and Armed Conflict. Her work focuses on humanitarian intervention, the 'Responsibility to Protect' (R2P), UN Security Council dynamics, and Canadian foreign policy. Welsh advised UN Secretary-General Ban Ki-moon on R2P (2013–2016) and directed a five-year European Research Council project on 'The Individualisation of War.'
