Jeffrey Fischer serves as an Adjunct Lecturer in the Democracy and Governance Program at Georgetown University and Senior Fellow at the Center for Democracy and Civil Society. He specializes in electoral policy and security, with extensive experience in international electoral management and post-conflict election processes. Fischer holds an M.S. from George Mason University.
His career includes roles as Director General of Elections in Bosnia and Herzegovina (OSCE), Chief Electoral Officer for East Timor (UN), and Director of Election Operations in Kosovo (OSCE/UN). He has advised USAID, UNDP, and international organizations on electoral security in over 15 countries. Fischer co-led King’s College London’s research project on electoral violence mitigation (2015–2017), focusing on conceptual frameworks and practical tools for conflict prevention.
