Dr Mateja Peter is a Senior Lecturer at the School of International Relations, University of St Andrews, and Executive Director of the Scottish Council on Global Affairs. She holds a PhD from the University of Cambridge and has held post-doctoral fellowships at institutions including the United States Institute of Peace and the German Institute for International and Security Affairs. Her research focuses on third-party interveners in peace processes, post-conflict reconstruction, and the evolving global order's impact on conflict management. She leads the PeaceRep Global Fragmentation project, funded by the FCDO, and collaborates on datasets and visual tools for mediation analysis. Her current book project examines international authority in statebuilding, focusing on Bosnia and Herzegovina. She advises on UN peace operations and has supervised PhD students Delia Burns and Karen Katiyo.
Dr Peter’s research combines qualitative methods with quantitative collaborations, addressing theoretical questions about mission authority and liberal interventionism’s decline. Her work spans case studies in Kosovo, South Sudan, and Timor-Leste. She emphasizes ethical challenges in conflict zone fieldwork and non-Western approaches to peacemaking. Recent activities include advising EU diplomat training and presenting at the Brazilian Network on Peace Operations Studies.
Her policy engagements include supporting the UN High-Level Independent Panel on Peace Operations and co-editing volumes like UN Peace Operations in a Changing Global Order. She is affiliated with the Institute of Legal and Constitutional Research and the Centre for Global Law and Governance at St Andrews.
