James Stockard is a Lecturer in Urban Planning and Design at Harvard University's Graduate School of Design (GSD). He retired in 2014 after 17 years as Curator of the Loeb Fellowship but continues teaching housing courses. He also serves as an Academic Career Liaison at GSD's Career Services Department, aiding students in career planning and employer connections.
Previously, he led the Cambridge-based consultancy Stockard & Engler & Brigham for 25+ years, advising nonprofits and public agencies on affordable housing, neighborhood revitalization, and housing policy. He acted as Special Master for Washington D.C.'s Public Housing Department and taught housing policy at MIT and Tufts University. His research focuses on design/social equity and housing systems.
Stockard authored Managing Affordable Housing and contributed to New Directions in Urban Public Housing. He led the U.S. Congress-commissioned Public Housing Operating Cost Study. He has held leadership roles in Cambridge Housing Authority (40 years), Citizens Housing and Planning Association, and the Massachusetts Housing Appeals Committee. He holds a Master of City Planning from GSD and is a Loeb Fellowship alumnus.
