Dr. James C. Simeon is a Professor in the School of Public Policy and Administration (SPPA) at York University, Toronto, Canada, and a former Head of McLaughlin College. He holds an adjunct role as Associate Member of the International Association of Refugee and Migration Judges (IARMJ) and coordinates its Inter-Conference Working Party Process. His academic leadership includes past roles as Director of SPPA and Acting Director of the Centre for Refugee Studies (CRS).
Education: PhD and MA from York University, LLM from the University of Cambridge, and BA from Wilfrid Laurier University.
Research focuses on international refugee law, human rights law, international criminal law, and public policy. Key projects include SSHRC-funded research on war crimes and refugee status adjudication, and organizing the 2010 York International Conference on Refugee Law. He has led workshops funded by Canadian International Development Agency (CIDA) and SSHRC.
Professional memberships include the Canadian Association for Refugees and Forced Migration Studies (CARFMS), where he served as President, and the International Association for the Study of Forced Migration (IASFM). His work bridges academic research and policy practice in refugee protection and international justice.
