Dr Jack Spicer is a Senior Lecturer in Criminology at the University of Bath’s Department of Social & Policy Sciences, specializing in drug markets, policing strategies, and policy reform. His work focuses on County Lines drug supply, cuckooing exploitation, and harm reduction approaches. He has authored Policing County Lines (2021) and Cuckoo Land (2024), co-edited Drug Law Enforcement, Policing & Harm Reduction (2023), and co-leads Routledge’s ‘Drugs, Crime & Society’ series. Recognized with the 2019 ISSDP Early Career Award and 2022 Radzinowicz Prize, his research bridges academic and practitioner communities through conferences, media engagements, and parliamentary contributions.
Teaching encompasses undergraduate units on criminological theory and drug policy, plus postgraduate courses on contemporary theory and ethnography. He supervises doctoral students in his research areas and holds editorial roles at Routledge andJournal of Qualitative Criminal Justice and Criminology.
Spicer’s work addresses systemic issues in drug policy, emphasizing interdisciplinary solutions to reduce harm while challenging punitive approaches. His recent studies explore pandemic-era drug market adaptations and the intersection of policing with vulnerable populations.
