Jack Mewhirter is an Associate Professor at the Baker School of Public Policy and Public Affairs, University of Tennessee, Knoxville. His research focuses on policy process theory, polycentric governance, and the evaluation of public policies in domains such as environmental, policing, health, and security policy. He explores how policy actors self-organize in complex systems to address cross-cutting issues and evaluates policy outcomes through frameworks like the Ecology of Games. Mewhirter’s work emphasizes collaborative governance, institutional externalities, and the interdependence of actors in complex governance systems.
