Professor Ingela Naumann is a leading scholar in comparative social policy, currently serving as Professor of Social Policy and Co-Director of the Department of Social Policy, Social Work and Global Development at the University of Fribourg. She retains affiliations with the University of Edinburgh as Honorary Professorial Fellow and Associate Director of the Centre for Research on Families and Relationships (CRFR). Her work bridges macro-level welfare state analysis with intersections of religion, gender, and class.

Her research explores welfare systems through historical institutionalism, focusing on childcare, education, and governance. She examines how religious traditions, particularly Protestantism, shape trust cultures and gender regimes in welfare states. Recent projects include analyses of crisis-resilient care systems during the pandemic and comparative studies of education policy dynamics.
Her funded research spans collaborations with the Nordic Research Council, ReNEW, EU-FP7 Families And Societies, and EU-FP6 RECWOWE. Publications highlight cross-national differences in welfare models, with emphasis on Sweden and Scotland. She contributes to the Transforming Care network as a Scientific Committee member and advises the journal socialpolicy.ch.
