Univ.-Prof. Dr. Ingeborg Zerbes serves as Professor and Deputy Head of the Institute for Criminal Law and Criminology at the University of Vienna. Previously a Professor of Criminal Law at the University of Bremen (2011-2019), she has been at the University of Vienna since October 2019. Her academic career includes service as an Austrian Officer at the Max Planck Institute for Foreign and International Criminal Law (1997-2005). She teaches courses in criminal law and criminal procedure and leads the AT.reloaded podcast initiative.
Professor Zerbes specializes in criminal law and criminal procedure with particular expertise in comparative law, white-collar criminal law, international and European criminal law, basic principles of criminal law, and coercive measures including secret investigative interventions. Her research addresses contemporary challenges in criminal justice, digital evidence, constitutional aspects of criminal procedure, and the intersection of criminal law with environmental and corporate governance issues. She has delivered an inaugural lecture at the University of Vienna titled "Criminal or justified? - Emergency in the public interest" (May 2022).
Her recent scholarly work demonstrates strong engagement with digital evidence collection (particularly mobile phone data), constitutional implications of criminal investigations, bribery and corruption issues, and the criminal liability of business entities. She has published extensively on cross-border evidence gathering in EPPO proceedings, climate activism within criminal law frameworks, and equality of arms in criminal proceedings, reflecting her commitment to addressing evolving challenges in criminal justice.
Professor Zerbes supervises a research team including university assistants Jakob Hajszan, Nora Pentz, Franziska Eckstein, Jonas Hubmann, and Pia Ogris. She serves on the Curricular Commission of the Academic Senate of the University of Vienna and has held positions including Deputy Legal Protection Commissioner of the Judiciary (2021-2023) and current member of the Independent Control Commission for the Protection of the Constitution (since November 2023).
She participates in multiple research initiatives including the European Criminal Policy Initiative (ECPI), Criminal Law Discourse of the Interconnected Society (CLaDIS), and the Competence Center Arbitration and Crime (AC). She is also a member of the Permanent Deputation of the German Lawyers' Association and contributes to legal education through the AT.reloaded podcast which explores criminal law concepts through practical case studies.
