Dr. Holly Raffle is a Professor of Leadership and Public Service at Ohio University’s Voinovich School of Leadership and Public Service. She leads the Partnership for Community-Based Prevention, focusing on behavioral health prevention, workforce development, and infrastructure. As the founding Faculty Director of the Ohio Center of Excellence for Behavioral Health Prevention, she collaborates with state agencies on initiatives like Ohio Adult Allies, Children of Incarcerated Parents, and the Ohio Healthy Youth Environments Survey (OHYES!). Her federal work is funded by SAMHSA and HRSA, emphasizing leadership training, technical assistance, and evaluation in mental health and substance use disorder contexts.
Her research interests center on community-level prevention strategies, strategic frameworks for systemic change, and evidence-based public health approaches. She actively contributes to policy and practice through her roles in the Society for Public Health Education (SOPHE) and Ohio SOPHE, where she served on the Board of Directors.
Dr. Raffle has been recognized for her contributions, including the Firefly Award (2013) and Prevention Champion Award (2014). She teaches courses in program evaluation and qualitative research methods, bridging academic rigor with real-world policy applications. Her work spans state and federal partnerships, emphasizing sustainable community solutions.
Key initiatives include advancing Ohio’s behavioral health infrastructure and supporting vulnerable populations through strategic prevention frameworks. Her expertise intersects public health, policy, and community engagement, shaping both academic and practical outcomes.
