Henry R. Hertzfeld

Dr. Henry R. Hertzfeld is a Research Professor of Space Policy and International Affairs at the Elliott School of International Affairs, George Washington University, and an Adjunct Professor of Law at GW. He served as Director of the Space Policy Institute from 2017 to 2021. His expertise spans Space Law, Regulatory Law, economic analyses of space policy, and technology transfer. He teaches courses in Space Law and Space Economics, cross-listed between the Elliott School and the Law School.

Dr. Hertzfeld holds an A.B. from the University of Pennsylvania, an A.M. from Washington University, a Ph.D. from Temple University, and a J.D. from George Washington University Law School. His research focuses on legal frameworks for space activities, commercial space utilization, and the economic implications of space technologies.

He has authored/co-authored significant works, including Space Economics (AIAA, 1992), a monograph on space innovation (WIPO, 2022), and studies on space launch vehicles and space debris. His consulting work includes roles with the OECD and the DOC/NOAA Advisory Committee on Remote Sensing (ACCRES).
