Helen Tilley is a Senior Research Fellow at the Wales Centre for Public Policy within Cardiff Business School at Cardiff University. She leads the Centre's Economy, Decarbonisation and Skills programme and works closely with the Welsh Government to address long-term productivity challenges facing the Welsh economy.
Her research interests span political economy, the politics of research and evidence uptake, and the economic growth and productivity challenges facing Wales as it transitions to net zero. Her work focuses on building government capacity to use evidence in policy formulation, managing public finances, implementing budgetary reforms, and developing public policies in climate, education, health, economic growth, and poverty reduction.
Helen's recent publications examine regional policy levers for UK productivity and the Welsh lifelong learning system. Her 2023 article in Regional Studies explores place-based approaches to economic development, while her 2021 report provides analysis of Wales' learning infrastructure. Her work demonstrates a consistent focus on evidence-based policy solutions for complex economic challenges.

Helen has extensive international development experience across Africa and Asia, working with governments and major donors including DFID, the World Bank, the European Commission, and UN agencies. Her expertise includes facilitating workshops, leading research teams, and developing analytical frameworks for policy evaluation and learning.
