Helen Eenmaa is an Associate Professor of Governance and Legal Policy at the University of Tartu's Faculty of Social Sciences, where she has led the Johan Skytte Institute of Political Studies since 2023. She pioneered Estonia's first Information Technology Law Research Programme and founded the Centre for the Information Society (UTCIS). Her leadership roles include
