Hazel Baxter is a Teaching Professor in Primary Education - Primary Music Specialist at University College London's IOE - Learning & Leadership, part of UCL's Faculty of Education and Society. She serves as music lead on the Primary PGCE course, designing music curricula and leading M-Level specialism modules. Her doctoral research at UCL focuses on professional development for primary music teachers, conducted part-time alongside her faculty role.
Education includes a BA (Hons) Music from the University of Exeter (1997-2000), a PGCE Primary from IOE (2004-2005), and an MA Music Education from IOE (2019-2021, with distinction and a Universal Music UK bursary).
Research interests include singing pedagogy, Ofsted inspection impacts, and music curriculum development. She collaborates with organizations like Wac Arts Camden and co-leads professional development programs such as the Creative Writing through the Arts course (DfE-endorsed) and Alpha Teaching School Hub forums.
Prior experience includes 8 years as Head of Music at Coopersale Hall School, roles with Redbridge Music Service, and freelance music specialist work. She has presented research at conferences like the iMerc Doctoral Seminar and UCL’s Culture, Communication and Media Jamboree.
