Hassan Qaqaya serves as a Senior Fellow at the Melbourne Law School, University of Melbourne, contributing to the Melbourne Law Masters program and the Global Competition and Consumer Law online initiative. Previously, he held leadership roles at the United Nations Conference on Trade and Development (UNCTAD) from 1981 to 2015, including heading the Competition and Consumer Policies Branch from 2006.
His educational qualifications include:
- Master of Laws in International Law from the University of Lausanne
- Master of Science in Economics from the London School of Economics
Specializing in competition frameworks and trade regulation, Qaqaya has spent two decades advising over 60 developing nations on drafting competition legislation and conducting capacity-building workshops across diverse legal and economic contexts. His expertise bridges theoretical scholarship with practical policy implementation in global regulatory environments.
He established the UNCTAD Research Partnership Platform to foster collaboration between academic institutions, regulatory bodies, and civil society. His advisory work spans governments, private entities, and emerging competition agencies worldwide, supported by contributions to 40 UN reports and studies on trade and consumer protection frameworks.
