Professor Allan Fels AO is a Professorial Fellow at the Melbourne Law School, University of Melbourne. He holds a PhD in Economics from Duke University and has held prominent academic and regulatory roles globally. His career spans economics, law, and public policy, with significant contributions to competition policy and regulation.
Education: B.A. (Economics, first class honours) and LL.B. from the University of Western Australia (1965), PhD in Economics from Duke University. Former roles include Professor of Administration and Director of the Graduate School of Management at Monash University (1984–1991).
Research interests focus on competition law, regulatory frameworks, and public sector leadership. He co-authored The British Prices and Incomes Board (1972) and advises governments globally, including China on competition law implementation. He co-directs the Competition Research Centre at the Chinese Academy of Science.
Key achievements include leading the Australian Competition and Consumer Commission (1989–2003), founding Dean of the Australia and New Zealand School of Government (2003–2012), and designing leadership programs for Chinese and Indian public officials. He chairs the Haven Foundation and Visy Australasia's Governance Board.
Awards: Member of the Order of Australia (2002). Notable recognitions include being ranked Australia’s third most powerful figure (2002) and author of a widely cited biography.
Advisory roles include the National Mental Health Commission (former Chair), OECD Trade and Competition Committee (co-chair 1996–2003), and numerous government inquiries on topics like executive pay and data privacy. His work emphasizes cross-border regulatory collaboration and institutional capacity building.
