Dr. Hansel Burley serves as Professor at the School of Public Administration, University of New Mexico (UNM), after stepping down as Dean of the College of Education and Human Sciences in July 2023. Previously, he spent 25 years at Texas Tech University (TTU) as associate dean, department chair, and professor of educational psychology, where he received the President’s Award for Excellence in Teaching.
His educational background includes a Ph.D. in Curriculum and Instruction from Texas A&M University.
Dr. Burley’s research centers on college access, school leadership, higher education policy, and institutional research, with specific expertise in developmental education, educational equity, and productive failure learning techniques. His work bridges educational theory and policy implementation to address systemic barriers in education.
His publications reveal strong interdisciplinary connections between media studies, educational policy, and institutional research. The 2016 award-winning meta-analysis on media agenda-setting exemplifies his cross-disciplinary approach, while his edited volume Cases on Institutional Research demonstrates applied scholarship in higher education data analysis.

Dr. Burley has secured significant programmatic impact through grant-funded initiatives, including 15 state-funded faculty lines for educator preparation at UNM. His community projects feature the Intercambios Project (establishing technology labs for Latinx communities) and early literacy programs with Headstart. Currently, he evaluates the SystemsGo rocketry curriculum to promote engineering careers.
He actively collaborates with the Texas Higher Education Coordinating Board and serves on the Association for Institutional Research board, focusing on college readiness programs and accreditation frameworks.
