Prof. Hanna Tolsma is a Professor of Decision-Making and Legal Protection in Environmental Law at the University of Groningen's Faculty of Law. She holds a chair funded by the Aletta Jacobs Foundation and focuses on administrative law, environmental law, and procedural justice. Her research addresses participatory processes, judicial review, and environmental permitting frameworks. Educated at the University of Groningen, she earned her PhD in 2008 with a thesis on mediating administrative decision-making. She has held postdoctoral and teaching roles before her professorship.
- Research Interests: Environmental governance, administrative procedures, legal safeguards, renewable energy projects, and cross-border environmental regulation.
- Ancillary Roles: Member of the Dutch Environment and Infrastructure Council (Rli), Evaluation Committee for the Environment Act (EcO), and editorial boards of journals like Milieu & Recht.
- Teaching: Courses on administrative law, environmental law, and public policy at undergraduate and postgraduate levels. Leads master’s thesis supervision and contributes to legal education initiatives.
Her recent publications analyze transnational environmental directives, procedural efficiency in environmental litigation, and participatory mechanisms in wind energy projects. She actively advises governmental bodies and contributes to legal reforms through her roles in national committees.
