Nicole Hoogstra is a Lecturer in Constitutional and Administrative Law at the Faculty of Law of the University of Groningen. She holds a dual Master's degree in Law & Administration and Dutch Law (specializing in Constitutional/Administrative Law) from the same institution, graduating cum laude. Her research focuses on administrative law, environmental law, and public administration, with notable contributions to case law analysis and legal frameworks for administrative silence.
She teaches courses including Administrative Law: Introduction, Decision-Making, Legal Protection, Policy Analysis, and Constitutional Law 1. Beyond academia, she serves on multiple municipal Advisory Committees for Objections (Borger-Odoorn, Het Hogeland, Oldambt) and is a member of the Faculty Board. Her professional activities include organizing legal study days and contributing to legal publications.
Her publications emphasize administrative procedure law, judicial remedies for administrative inaction, and environmental permitting. Nicole actively engages in both academic and professional legal communities through teaching, advisory roles, and collaborative research.
