Dr. Ginta T. Palubinskas is a Professor of Political Science at West Virginia State University (WVSU), where she has held roles including Department Chair (since 2017) and Provost’s Faculty Fellow (2015-2017). She earned her Ph.D. in Public Policy from George Mason University and previously served as Director of Undergraduate Programs in the Department of Public and International Affairs. Her research focuses on international relations, post-communist transitions, and security studies, with fieldwork conducted globally. She has authored two books and is working on a third. Dr. Palubinskas advises three student organizations: the WVSU Political Science Society, Pre-Law Association, and Pi Sigma Alpha Honor Society. She has been recognized as a discussant at the ISA Junior Scholar Symposium (2020), an honor reflecting her leadership in international studies.
Dr. Palubinskas’ research spans NATO’s evolving security role, Russian political dynamics, and democratization processes in post-communist states. Her work integrates comparative politics with institutional analysis, often emphasizing civil society and governance. Recent projects include studies of NATO’s 70th-anniversary challenges and Russian authoritarianism’s domestic and foreign policy impacts. Earlier research includes analyses of banking crises in post-communist economies and NGO development in Central and Eastern Europe.
Before academia, Dr. Palubinskas worked in Washington, D.C., interacting with congressional and State Department officials. She maintains strong ties to policy communities through affiliations like the Woodrow Wilson International Center for Scholars (2011 Summer Research Scholar). Her teaching and mentorship roles reflect her commitment to undergraduate education and professional development.
