Ginger Raya

Dr. Ginger Raya is an Associate Professor at UTHealth Houston School of Public Health in El Paso, Texas, where she serves as Center Leader of the George McMillan Fleming Center for Healthcare Management. With over 20 years of healthcare leadership experience, she is a faculty member, administrator, and certified career coach advancing healthcare access, innovation, and workforce development.

Research Interests: Dr. Raya focuses on border health, health equity, and healthcare management. Her work emphasizes strategic solutions for rural and underserved healthcare systems. In 2025, she launched the Executive Certificate in Healthcare Management & Leadership to equip mid-career professionals with skills in strategy, finance, and change leadership.

Recognition: Dr. Raya received the 2024 TAMACC Woman of Distinction award, the 2024 ACHE Service Award, and the 2025 ACHE Chapter Merit Award. She is also the creator and host of the HealthSpark podcast, which highlights community-driven healthcare solutions.
