Gerhard Hammerschmid

Gerhard Hammerschmid is a Professor of Public and Financial Management at the Hertie School, where he also served as Founding Director of the Centre for Digital Governance (2019–2023). His expertise spans public management reform, comparative public administration, and the impact of digitalization on government. He leads the Institut für den öffentlichen Sektor and coordinates EU-funded projects like COCOPS, EUPACK, and TROPICO, focusing on public sector innovation.

He holds a PhD from WU Wien and a business degree from the University of St. Gallen. Prior to academia, he worked in Austria's Federal Ministry, overseeing administrative reforms. He has taught at ANZSOG and Copenhagen Business School. His research emphasizes digital governance, performance management, and cross-border collaboration in policy implementation.

Key contributions include studies on public-private partnerships in digital governance, leadership in digital transformation, and comparative analyses of national digital strategies.
