Vincent Winterhager

Vincent Winterhager is a Policy Officer at the European Commission’s Ukraine Directorate (DG-ENEST), specializing in macro-economic analysis, energy, and climate policies. He also serves as a Guest Lecturer at the Friedrich Ebert Foundation, focusing on economic policy. His academic background includes a Dual Master of Public Policy from the London School of Economics and the Hertie School, where he concentrated on international political economy, competition policy, econometrics, and data science.

Research Interests: Vincent’s work bridges economic analysis with climate and energy policy frameworks, emphasizing data-driven public policy design. His expertise spans both EU institutional dynamics and cross-sectoral policy implementation.

Professional Experience: Prior to his current role, he managed energy and climate investment negotiations under the Recovery and Resilience Facility (RRF) and gained public sector experience at GIZ and OECD, as well as private sector roles at GovMind and PD.
