Gavina Lavagna

Gavina Lavagna is an Associate Professor in the Department of Political Science at Sapienza University of Rome, where she teaches Institutions of Public Law. She is actively involved in research, academic service, and program coordination, particularly as the Coordinator of the Master's program in Fiscal Federalism, Public Expenditure Control, and Subsidiarity.

Her educational background includes a Law degree (110/110 cum laude) from Sapienza University of Rome in 1995 and a PhD in State Theory and Comparative Political Institutions from the same institution in 2000.

Her research interests span constitutional law, public law, European Union law, federalism, fiscal federalism, regional autonomy, legislative processes, constitutional interpretation, emergency powers, health law, and digital regulation. Her work often examines the interplay between constitutional principles and contemporary governance challenges, particularly in multi-level systems and during crises like the COVID-19 pandemic.

Her recent publications (2015–2025) demonstrate a consistent focus on constitutional responses to emergencies, the evolution of regional powers in Italy, digital rights, and Irish constitutional developments, especially referendums on social issues. The articles reflect a deep engagement with constitutional jurisprudence, European integration, and the balance between individual rights and collective interests.

She is a member of the editorial boards of several legal journals, including Nomos, Federalismi.it, and Quaderni di Nomos, where she leads the section on foreign constitutional chronicles. She has participated in multiple funded research projects at the departmental, university, and national (PRIN) levels, particularly on fiscal federalism, constitutional reform, and health governance.

She has also served on various academic committees, including doctoral program panels, master’s thesis juries, and national hiring and research grant evaluation boards. She continues to supervise teaching activities and coordinate seminars on budget constraints and social rights.
