Gabriella Blum is the Rita E. Hauser Professor of Human Rights and Humanitarian Law at Harvard Law School. She specializes in public international law, international negotiations, the law of armed conflict, and counterterrorism. She serves as Faculty Director of the Program on International Law and Armed Conflict (PILAC) and is a member of the Program on Negotiation Executive Board.
Blum holds degrees from Tel-Aviv University (LL.B. 1995, B.A. Economics 1997) and Harvard Law School (LL.M. 2001, S.J.D. 2003). Her research focuses on modern warfare norms, technology's impact on conflict, and legal frameworks governing national security. Notable publications include Islands of Agreement (2007), Laws, Outlaws, and Terrorists (2010), and The Future of Violence (2015).
Her awards include the Roy C. Palmer Civil Liberties Prize for her collaborative works. Blum previously served in the Israel Defense Forces' Military Advocate General’s Corps and the Israeli National Security Council. She advises on international law, counterterrorism, and emerging threats like autonomous weapons and biotechnology risks.
Her work bridges legal scholarship with policy, addressing dilemmas in modern conflict management, state responsibility, and the ethical dimensions of warfare in the digital age.
