Frank Evers is a Researcher at the Institute for Peace Research and Security Policy (IFSH) at the University of Hamburg and has served as Deputy Head of the Centre for OSCE Research (CORE) since 2004. He manages cooperation with the OSCE under a formal agreement and brings extensive field experience from OSCE missions in Armenia, Ukraine, and the wider OSCE region.
He earned his Ph.D. from the Free University of Berlin in 1996 with a thesis on Russia's privatization campaign, following studies in telecommunications, Eastern European studies, and economics across Russia and Germany.
His research centers on OSCE structures and history, conflict management in OSCE regions, economic and environmental security dimensions, field operations, and deep regional expertise across Russia, Ukraine, South Caucasus, Central Asia, and Mongolia. He actively provides policy advice and capacity building for OSCE-related governance and security frameworks.
Recent publications (2018-2024) analyze the collapse of European cooperative security post-Ukraine invasion, OSCE-Council of Europe institutional synergies, and counter-radicalization strategies in Central Asia, revealing consistent focus on OSCE adaptability amid geopolitical fractures.
As Deputy Head of CORE, he leads Hamburg-based research initiatives connecting academic analysis with OSCE policy implementation through field operations and multilateral partnerships.
