France Gagnon is a Professor at TÉLUQ University, where she has taught since 1996. Holding a Ph.D. in Political Science from Université Laval, she serves as co-director and researcher at the Study Group on Public Policies and Health (GÉPPS).
Her educational credentials include:
- Ph.D. in Political Science from Laval University
- M.Sc. in Political Science from Laval University
- B.A. in Political Science (Major) and Sociology (Minor) from Université Laval
Her research centers on public policy development for health promotion, with specific expertise in public health administration, health impact assessment frameworks, and Quebec-specific policy adoption mechanisms. She examines how governmental structures influence health outcomes through legislative and administrative channels.
Dr. Gagnon led the major research initiative "The adoption of public policies favorable to health for Quebec" (2004-2010), securing funding from FQRSC, FRSQ, and MSSS to analyze policy implementation across Quebec's health governance landscape.
As co-director of GÉPPS, she drives interdisciplinary collaboration between political scientists, public health specialists, and policymakers to translate research into actionable health governance strategies.
