Felice Apter, Ph.D., is an Adjunct Professor at Georgetown University's Graduate School of Arts and Sciences. With over 30 years of experience, she specializes in biomedical science, global health policy, and international health programming. Her career spans roles in governmental, non-governmental, academic, and philanthropic sectors.
Education: She earned a Ph.D. in Medical Sciences from Harvard University and a B.A. in Biological Sciences from the University of California, Santa Cruz. Earlier roles include Visiting Scientist at the US Navy Medical Research Unit in Jakarta (1992) and Adjunct Lecturer/Assistant Professor at Johns Hopkins School of Hygiene and Public Health (1994–1999), Department of Microbiology and Immunology.
Research & Experience: Dr. Apter has led major initiatives such as scaling HIV/AIDS treatment programs across Africa for the Elizabeth Glaser Pediatric AIDS Foundation and shaping U.S. global health policy, including roles in PEPFAR and the Global Fund. At USAID, she coordinated strategic budgeting and policy for global health. At the Bill & Melinda Gates Foundation, she pioneered country-level engagement in Zambia.
Affiliations: She is affiliated with Georgetown's labs, including the Health Governance and Diplomacy Lab, One Health Lab, and Social-ID Lab, contributing to interdisciplinary global health research and policy.
