Erin Graham is an Associate Professor of Global Affairs and Director of the Governance and Policy Major at the Keough School of Global Affairs, University of Notre Dame. Her expertise lies in international rules and organizations, climate governance, and United Nations reform. She holds a Ph.D. in Political Science from Ohio State University and has held positions at Princeton University and the University of Pennsylvania.
Her research examines how funding rules shape multilateralism within international institutions like the UN, World Bank, and climate regimes. Current work focuses on legal evolution through practice and the intersection of climate policy with private capital. She advises governments and international organizations on financing dynamics and institutional design.
Recent publications highlight the transformative impact of funding practices on UN governance and multilateral climate finance mechanisms. Her book (Oxford UP, 2023) analyzes how financial rules have eroded multilateral principles in the UN system.
Graham teaches courses on international organizations, global governance frameworks, and undergraduate policy analysis. She actively contributes to public discourse through media outlets like The Washington Post and academic blogs.
