Emre Cinar is an Associate Professor in Public Sector Innovation at the University of Portsmouth's Faculty of Business & Law, affiliated with the School of Strategy, Marketing and Innovation. He holds roles in the Centre of Excellence in Defence, Risk & Resilience and the Agile Centre for Equitable Sustainability. Prior to academia, he worked as a civil servant on digital and social innovation projects. He teaches Innovation Management, Public Management, Risk Management, and Research Methods, coordinating the Research Methods module for the MSc International Business and Management program.
His PhD (2020) focused on barriers, collaboration, and context in public sector innovation. Research interests include collaborative innovation, SDG-oriented strategies, and institutional context impacts on public sector innovation. He conducts comparative studies across regions like the Pacific, Middle East, and Asia, exploring governance frameworks and policy recommendations. His work bridges theory and practice through collaborations with governments and international organizations.
Key projects include studies on public sector innovation governance in Ukraine, frugal innovation for military needs, and AI-based productivity tools. He has contributed to journals like Public Management Review and Research Policy, and serves on editorial boards and peer-review panels for leading journals. His work aligns with UN SDGs and emphasizes evidence-based policy.
