Emily K. M. Scott is Associate Professor and Director of Research in the Department of International Development at the University of Birmingham, UK, and Associate Fellow at CIPSS McGill. Her work centers on power dynamics in humanitarian and development responses to conflict-affected populations, with regional expertise in the Middle East.

Her research examines how power is exercised over crisis-affected communities and how these groups reclaim agency, establishing her as a leading scholar in humanitarian localization, organizational behavior, attacks on healthcare, and migration. The current book project Disruptive by Design: Health, Refugees, and Humanitarian Governance in the Middle East analyzes deliberate transformations of humanitarian boundaries during the Syrian War and refugee crisis in Lebanon and Jordan.
