Elmin Omičević serves as a Lecturer at Utrecht University's Willem Pompe Institute for Criminal Law and Criminology within the Faculty of Law, Economics and Governance. His academic work focuses on transnational law enforcement through the RENFORCE research center.
Research interests center on European agencies operating in the Area of Freedom, Security and Justice, with emphasis on fundamental rights implications in transnational contexts. His scholarship examines hate crimes, gender-based violence, and the external operations of EU law enforcement bodies, particularly regarding Western Balkan cooperation.
Recent publications reveal consistent thematic trends: critical analysis of Dutch criminal justice responses to discrimination, theoretical examinations of European agency accountability, and human rights frameworks for vulnerable populations. His work bridges doctrinal legal analysis with practical enforcement challenges in transnational settings.
Omičević actively contributes to academic governance, having served as Managing Editor of the Netherlands Quarterly of Human Rights (2021-2023). His educational background includes Utrecht Law College (bachelor cum laude) and Criminal Law (master cum laude), complemented by international experience at Lund University and practical training at Ficq & Partners Advocaten, CMS, and the District Court Midden-Nederland.
Research activities are anchored at Utrecht's RENFORCE center where he conducts PhD research on European agencies' external dimensions, supervised by Prof. Cedric Ryngaert and Prof. Michiel Luchtman. His work connects theoretical legal scholarship with practical law enforcement challenges in contemporary European contexts.
